asked the Home Secretary if he will make a statement giving particulars of the powers of control and direction which he exercises over the police forces in England and Wales, excluding the Metropolitan and City of London police forces?


It would be quite impossible for me to deal adequately with this subject within the scope of a reply to a question; but in brief my powers rest upon the statutory provision for the issue of certificates of efficiency of the various forces, upon the powers given to me by the Police Act, 1919, to make regulations applying to all forces, and upon the conditions which I attach to the payment of the supplementary grant in aid of police expenditure.
