It would be quite impossible for me to deal adequately with this subject within the scope of a reply to a question; but in brief my powers rest upon the statutory provision for the issue of certificates of efficiency of the various forces, upon the powers given to me by the Police Act, 1919, to make regulations applying to all forces, and upon the conditions which I attach to the payment of the supplementary grant in aid of police expenditure.
