HC Deb 23 May 1928 vol 217 cc1906-7W
Captain GARBO-JONES

asked the Home Secretary how many believed aliens were repatriated to British territory during the years 1925, 1926, and 1927, respectively; and if he will specify their nationality?

Sir W. JOYNSON-HICKS

As I explained to the hon. and gallant Member last Wednesday, the Aliens Order provides that an alien to whom leave to land is refused shall be removed from the United Kingdom by the master of the ship in which he arrived, or, if directions for the purpose are given by the Secretary of State or an Immigration Officer, by the owners or agents of that ship. The statistics relating to refusals of leave to land do not show where the aliens came from nor where they went.

Captain GARRO-JONES

asked the Home Secretary the name of the place to which John Zarliah was repatriated as an alien, and what is his nationality?

Sir W. JOYNSON-HICKS

The disposal of an alien to whom leave to land has been refused is a matter for the master or owner of the vessel which brought him here. He would in the ordinary course be returned to the country from which he came. I understand that Zarliah came from West Africa, and was returned to Sekondi, a West African port. I am not in a position to state definitely what this man's nationality is. The only question for me is whether or not he could establish a claim to be treated as a British subject; and under the law the onus of proof rests clearly on the claimant.
