§ Colonel ASHLEYA traders' season ticket is only issued to a trader when the carriage account of such trader with the railway company concerned for the conveyance of merchandise amounts to a specific sum, and is granted with a view to development of trade. In the circumstances, I cannot see my way to approach the railway companies as suggested by my hon. Friend.
