asked the President of the Board of Trade whether, in view of the fact that the crew of s.s. "Eltham" was not in accordance with the recommendations laid down by the Reed Commission of 1906, he will say whether the vessel was inspected by the detaining officer of the Board of Trade in accordance with the instructions issued by the Board of Trade?


I am sending the hon. Member a copy of the instructions on the subject of manning, and he will see that no definite scale is laid down for home trade ships. The "Eltham" was manned in accordance with the practice prevailing on vessels of her class and size.
