Mr. COMPTON

asked the Home Secretary whether in his instructions to registration officers, dated 27th August, 1928, regarding the filling up of the prescribed Form A, it is permissible for such officers to use their discretion in ordering members of their staff to fill in such forms or whether it is incumbent on the householder or occupier to fill in full details regarding the occupants to enable the completion of the new register to take place?

The form itself states that the occupier, on applying to the registration officer, will be given any help needed in filling up the form; but I have not issued any instructions as to the manner in which such assistance should be given. This is a matter within the discretion of the registration officer.
