asked the Financial Secretary to the Treasury whether paragraph (2) of the Second Report of the Select Committee on Estimates, 1927, as regards recruitment to the permanent Civil Service, has been accepted by His Majesty's Government; and, if so, what steps are being taken as vacancies arise to resume the system of open competition as recommended by the Committee?

Yes, Sir, His Majesty's Government is fully alive to the importance of the considerations urged by the Committee. An open competitive examination for the general clerical and Departmental clerical classes has recently been held and the Civil Service Commissioners have been authorised to hold a similar examination for situations in the executive classes in the autumn of this year. Open competition for the administrative and certain professional scientific and technical classes has now been resumed for some years past.
