appointment of a Departmental Committee to investigate the social and industrial position of the deaf and dumb, with the view to the introduction of measures to relieve the growing difficulties with respect to their obtaining employment owing to restrictions in modern legislation with regard to young persons so afflicted?

I have been asked to reply. I do not appreciate the precise meaning of the reference at the end of my hon, and gallant Friend's question, and, as at present advised, I do not see any grounds for the appointment of such a Committee as he suggests.
