§ Mr. BETTERTONFor practical reasons it is not possible to tabulate statistics in regard to every industry, and a system of grouping has been adopted under which industries are classified into 100 groups. Sugar-refining is included with a number of other industries to form the group "Other Food Industries," and I regret, therefore, that statistics of the numbers insured and insured persons unemployed in this particular industry do not exist.
