§ Mr. BETTERTONSchemes of work for the relief of persons unemployed are not promoted by my Department, but by the local authorities in the area concerned. I cannot find that local authorities in Devonport has submitted to the Unemployment Grants Committee any schemes for the winter of 1927–28.
