asked the Postmaster-General whether he is aware that the Union Castle Steamship Company carry pedigree stock free of cost for farmers in the Union of South Africa and refuse to do so for farmers either in Southern or Northern Rhodesia; that such stock may not be exported from the Union of South Africa into Rhodesia for a period of three years; and whether before the mail contract with this line is finally approved, consideration will be given to the possibility of making it a condition that such discrimination between the Union and Southern and Northern Rhodesia is discontinued?

I have been asked to reply to this question. With regard to the first two parts of the question, I understand that provision to this effect is contained in the existing mail contract with the Union Castle Steamship Company. That contract is, however, between the company and the Government of the Union of South Africa; the Government here have no part in the negotiations for the revision of the contract, and accordingly the third part of the question does not arise. I should, however, add that schemes for assistance in the export of pedigree stock from this country to certain oversea parts of the Empire, including Southern and Northern Rhodesia, are now under the consideration of the Empire Marketing Board.
