§ Mr. CHURCHILLI do not anticipate that any saving will be practicable. The new procedure is designed for the convenience of taxpayers and, if adopted, the economy it effects will be indirect. It will not lessen the burden on the Revenue machinery, and for the first few years may even slightly increase it.
