§ Major GLYNasked the Under-Secretary of State for the Home Department, as representing the First Commissioner of Works, whether his attention has been drawn to the increasing nuisance of paper and débris being thrown about in the public parks instead of being placed in the receptacles provided for that purpose; and whether, in view of the decision of a magistrate that the term "depositing rubbish," as used in the Regulations, did not make it an offence to place rubbish in any place other than the proper receptacle, he will consider taking powers to make offenders to be punished?
