§ Colonel ASHLEYI am aware that accidents on the road at night are from time to time caused by the use of dazzling headlights and also by the in-1464W sufficient lighting of vehicles. Part II of the draft Road Traffic Bill which I have recently circulated contains provisions which deal with both aspects of this question.
