asked the Financial Secretary to the Treasury whether his attention has been drawn to the refusal of the 55W Paymaster-General to receive a deputation from the Civil Service Clerical Association on behalf of certain officers in the Paymaster-General's branch who are engaged on work of a higher grade than that for which they- are paid; and if he will take action to secure that in all cases a deputation to secure redress of grievances by constitutional means shall have access to the head of the branch or Department concerned?

No, Sir; but I understand that the Assistant Paymaster-General on one occasion considered that no useful purpose would be served by a deputation from the association in question. With regard to the second part of the question, there is no obligation on a head of a Department to receive a deputation at any time and on any subject when so requested. Each case must be decided in the light of the particular circumstances.
