STRICKLANDasked the Secretary of State for Dominion Affairs whether he will give instructions to reestablish in Malta the former practice that all communications to the governor made by the Imperial legal adviser shall be made though the lieutenant-governor, and not without his knowledge or responsibility, in regard to legal appreciations subject to error or otherwise having political consequences and affecting the civil government?
