PERCYThe pre-audit returns for 1925–26 show 72 areas in which the net expenditure upon administration and other expenses exceeded 45 shillings per head of average attendance-11 Counties, 21 County Boroughs, 19 Boroughs, 20 Urban Districts, and London. These returns, however, include expenditure1946W which is not recognisable for grant, as well as, probably, expenditure falling outside the standard, and until the audited accounts are received and examined, it is impossible to say in how many areas the recognisable expenditure to which the standard applies will be found to exceed 45 shillings, but it is estimated that the recognisable expenditure for 1926–27 will average 43s. 11d. per head.
