§ Mr. BETTERTONIn engaging staff of the type mentioned for work in the Employment Exchanges, my Department issues letters of appointment which include reference to the general nature of the duties to be undertaken. Subject to this, it is within the discretion of the local Employment Exchange manager to make detailed arrangements for the performance of the work, appropriate to the staff concerned.
