§ Captain HACKINGThe appointments to the "P" class technical posts in the Office of Works have not yet been completed. The numbers of officers proposed for appointment in the classes referred to are as follow:
As the hon. Member is no doubt aware, the Memorandum of Agreement of the 12th January, 1925, in regard to the grant of permanent non-pensionable status to temporary civil servants, whether clerical or technical, refers solely to ex-service men, and non-service men are ineligible for consideration. I should also explain that applications are not invited for these appointments. Selection is made on the recommendation of the head of the Officer's Department or Division and the list of the officers proposed for appointment has been agreed with the appropriate representatives of the staff, namely, the Association of Ex-Service Civil Servants.
