§ Sir K. WOODIt is my right hon. Friend's general instruction that special inquiry into the administration of boards of guardians should be made by his officers whenever it appears on aprima facie view that there must be substantial room for improvements. As the officers in the discharge of this duty have no regard to the political character of the majority of the board of guardians, but only to the rate of expenditure, and the character of the administration, my right hon. Friend is unable to answer the last part of the question.
