§ Colonel WEDGWOODasked the Secretary of State for Foreign Affairs whether the proposal to picket the Union of Socialist Soviet Republic's Consulate at Shanghai was known to His Majesty's Government before the picketing took place; whether His Majesty's Government or the commander of the forces at Shanghai were consulted in the matter in any way, or expressed any approval thereof; and whether the Municipal Government of Shanghai Settlement confer in such matters with the British commander?
