asked the Secretary of State for Foreign Affairs whether the proposal to permit the entry of Northern troops into the Legation quarter at Peking was known to or authorised by His Majesty's Government before it took place; and whether their approval has been notified in any way after or before consulting the American Government in the matter?

His Majesty's Government were informed beforehand that the Ministers of the Protocol Powers, including of course the United States Minister, would be prepared in certain specified circumstances and conditions to authorise the entry of Metropolitan police into the Legation quarter. His Majesty's Government issued no instructions to His Majesty's Minister at Peking on this matter.
