asked the Financial Secretary to the Treasury if he will again publish this year the Memorandum on Present and Pre-War Expenditure, published every year except in 1924 since the War, which has been of value in enabling the House to check variations in national expenditure?

As my hon. Friend is aware a separate return of the staffs of public Departments is now issued quarterly. As regards the analysis of expenditure, revised tables showing details of expenditure in 1914 and from 1921 onwards were published last year (Command Paper 2718). This analysis has thus been carried backward, and with each new year it is carried forward by the tables given in the annual Financial Statement (see Table VI of this year's Financial Statement). I think these figures cover in substance the facts to which my hon. Friend refers, and I should he glad to avoid the expense of continuing the issue of a further separate Memorandum in the older, and, as I think, less satisfactory, form.
