§ Lord E. PERCYThe answer to the first part of the Question is in the negative. As regards the second part, no such proposal has been rejected by my Department, but in one case the authority failed to secure sanction to raise a loan for the purpose, in view of the financial position of the area. The area in question is that of the Waltham-stow authority.
