§ Lord E. PERCYThe answer to the first part of the question is in the affirmative. This proposal did not seem urgent enough to justify the work being put in hand in advance of the local authority's programme, but I expect to be able to approve its being undertaken in the first year of the programme period, if the authority so desire.
