asked the Minister of Transport whether, in view of the increasing number of motor-ear accidents, which frequently result in the innocent party being unable to obtain financial satisfaction, he will consider the desirability of introducing legislation to compel all motor drivers to insure against third-party risks as a condition precedent to a driving licence being issued to them?
