Mr. DAVIDSONI regret that as the numbers at present required for foreign service and home sea service are widely different it would be impossible to give every man an equal share of each without largely increasing the numbers on Vote A and it is not considered desirable to exempt chief shipwrights from the ordinary drafting Regulations.
