§ Mr. BETTERTONThe unemployment percentage referred to in the conditions for this grant was that for insured juveniles as recorded at the Exchanges. The figures are taken on the same basis for all areas, and it would not be possible to adopt a different basis for a particular area; in fact there is no other basis which could be relied on to give accurate results as between one area and another.
