asked the Financial Secretary to the Treasury if he can, on the information supplied by the industrial insurance companies, state the reasons for the difference not only in benefits but in the proportion of surpluses given to the policy holders, and the reasons for the difference in the percentage of premiums absorbed in management and collection by the various companies concerned?

The reasons doubtless are that some companies are more prosperous and more economically managed than others.
