§ Mr. HAYESasked the President of the Board of Trade whether he is aware that the marine wireless operators, through their representatives, have agreed to submit all points at issue in the marine wireless dispute to arbitration; whether, in view of this fact, he will at once give instructions which will ensure the immediate re-establishment of the normal working of the Merchant Shipping (Wireless Telegraphy) Act, 1919, in order to help the employers also to agree to submit all points at issue to arbitration?

CUNLIFFE - LISTERMy Department is kept informed by the Ministry of Labour of the general course of the negotiations, but I would suggest that any question about the negotiations should be addressed to my right hon. Friend the Minister for Labour. I am informed by the Ministry of Labour that the outstanding differences between the parties are not on the question of arbitration. I am unable to accept the hon. Member's suggestion that instructions should at once be issued for the detention of ships.
