The white detachable sleeves, referred to by the hon. Member, were gradually evolved, and were not invented by a constable of the "B" Division. An apparently useful modification of the idea, suggested by a "B" Division police constable, is, however, at present under consideration. No question of reward or gratuity has arisen.
