§ Sir A. STEEL-MAITLANDI have been in touch for some time with the Mersey Ship Repairers' Federation, and I am glad to say that as a result the federation have drawn up a scheme of decasualisation with the terms of which I am in general agreement. This scheme will, I hope, shortly be brought into operation.
