§ Major HENNESSYMy right hon. Friend does not at present contemplate the publication of such a Report. The Conference, the first, he trusts, of a long series, is intended to provide a means for the informal interchange of ideas on points of common interest, and he would be sorry to commit the Governors to the necessity of publication.
