asked the Financial Secretary to the Treasury how many persons not previously in the Civil Service in any capacity have been recruited as established civil servants during each of the last three calendar years?

The following are the numbers of persons appointed to established posts in the Civil Service on the result of open competitions held in each of the years 1923, 1924 and 1925, to which previous employment in the service was not a condition of admission:

I should, however, remind my hon. Friend that persons already in the Civil Service are not debarred from entering for open competitions if they satisfy the regulations, and I cannot say how many of the above entrants through open competitions had, in fact, been previously employed in the Service.
