§ Earl WINTERTONI think that it is a matter of normal practice rather than of fixed policy, but, if the hon. Member attaches importance to the point, I shall be glad to inquire. The filling of nominated seats in a Provincial Legislative Council is a matter entirely for the discretion of the Governor himself.
