Member a copy of a reply given on my behalf on the 2nd of April, explaining the conditions to be fulfilled before a decision which is statutorily final can be reoponed. In coming to a conclusion on this question, full weight is given to the advice of the responsible advisers, medical and other, to the Ministry. I have no record of the number of cases in which a decision, either in favour of reopening or the reverse, has not coincided with an opinion expressed by any particular adviser or advisers.
