Mr. CHAMBERLAINNo, Sir. I think the hon. Member will see that I cannot undertake in this or any other matter to lay before this House confidential communications passing between this Government and the Governments of the Dominions in relation to questions of policy which affect the whole Empire, unless when the correspondence is completed all the Governments concerned concur in its publication.
