§ Sir W. JOYNSON-HICKSIt has been impossible to continue the exceptional arrangement to which the hon. Member refers, but the change in practice does not appear to me to give any substantial ground for complaint on the part of the staff. Warders employed as instructors will be able to obtain promotion to the rank of principal officer in the same way as others.
