§ Lieut.-Colonel FREMANTLEasked the Home Secretary if his attention has been drawn to a resolution by the St. Alban's City Council urging that candidates at municipal elections be required to deposit with the returning officer during the time appointed for the election the sum of £5, such deposit to be forfeited where the candidate receives not more than one-eighth of the total number of votes polled; and whether he is prepared to introduce or support legislation to amend the Municipal Corporations Act, 1882, accordingly?
