PERCYThe Board have approved in principle the three-years' programme of the London County Council; at the same time they made it clear that they reserved to themselves the right to criticise the details of the proposals, as and when submitted to them, and, should occasion arise, to ask for such modifications of the programme as might appear to them to be required.
