PERCYThe returns of local authorities for the period in question are not yet available, and, in any event, the special investigation of the position of every class in the country would involve more heavy labour on the part of my Department than I should feel justified in undertaking, but I may mention that the number of adult teachers in elementary schools to-day is 2,106 more than at this time two years ago.
