§ Lord E. PERCYApplications by local authorities for sanction to raise loans are addressed to the Ministry of Health, not to my Department, but I am certainly prepared to recommend the Ministry, in suitable cases, to sanction loans for the purpose to which the hon. and gallant Member refers.
