County Council and forwarded to him; and, if so, whether he proposes to take any action thereon?
§ Mr. CHURCHILLI have received the memorandum referred to. While I have every sympathy with the object in view, the whole question of the relations between Government Departments and 1541W local authorities is one of great complexity. The memorandum does not appear to me to afford any basis for action.
