Mr. ROBERTSI am afraid it would not be practicable to commute a conditional pension, as its continuance beyond the period of the award is dependent on the state of the man's disability at the time. Facilities already exist for enabling a pensioner, who has arranged to emigrate to a British Possession, to obtain a substantial advance of funds in respect of his current award on application being made through the local office of the Ministry.
