COBBasked the Minister of Health whether he is aware that the West Ham Board of Guardians has passed a resolution that all persons in their employ must be members of a trade union; that a committee of six members of this board of guardians has been appointed to select the particular unions, affiliated to the Trades Union Congress, which these employés shall be called upon to join; whether, in taking such action, the West-Ham Board of Guardians is exceeding its administrative functions in interfering with the freedom of action of its employés; and whether he proposes to take any action in the matter?
