Mr. HENDERSONThe Act came into force towards the end of last May, and its full effect on the smuggling of drugs into this country, and on the illicit traffic generally, cannot yet be estimated, The additional powers, however, given by the Act have already been found of great value, and the heavier penalties which the Courts are now empowered to impose have already, it is believed, had a deterrent effect on the traffic.
