§ Mr. PONSONBYHis Majesty's Government consider that the general principle of responsibility for claims of British nationals was admitted in the Anglo-Russian Trade Agreement, and this interpretation is further confirmed in paragraph 7 of the Memorandum of the Soviet Government of the 4th June, 1923, which will be found in Cmd. Paper 1890—Russia No. 4 (1923).
