§ Mr. AMMONApart from the expenditure connected with the naval aircraft carriers and the cost of the air section of the naval staff, which are presumably not in mind, no part of the net total of Navy Estimates is due to the requirements of naval aviation. A small amount of expenditure is incurred by the Admiralty on behalf of the Air Ministry, but this is recovered from the Air Ministry and credited to Appropriations-in-Aid.
