§ Mr. KENNEDYAfter careful consideration of the scheme to which the hon. Member refers, my right hon. Friend has come to the conclusion that the practical difficulties to which it would give rise, and the curtailment of public facilities which it would involve, make it un- 461W suitable for adoption. My right hon. Friend does not think that any useful purpose would be served by setting up a Committee to examine the scheme in detail.
