asked the President of the Board of Education whether the Board have decided to grant full recognition as certificated teachers to a limited number of uncertificated teachers on the abolition of the acting teachers' examination; whether he has authorised the issue of claim forms for such recognition with a promise that the first list will receive first consideration; and whether the Board have communicated with the National Association of Primary School Teachers notifying any such decision and procedure?

As regards the first part of the question, I have arrived at no such decision, and, indeed, I have repeatedly said, in reply to questions in this House, that I must postpone my decision on matters affecting the future arrangements for the training and certification of teachers until I have received and considered the Report of the Departmental Committee. As regards the second part of the question, I have given no such authority or promise; and as regards the last, I have had no communication on the matter with the National Association of Primary School Teachers.
