§ Mr. SCURRasked the Under-Secretary of State for India whether the Committee in India, which is inquiring into the working of the Government of India Act, will have power to inquire as to the effect of the limitation of the franchise, and to make recommendations whereby the working and depressed classes may obtain direct representation in the Legislative Assembly and on the Provincial Councils?
§ Mr. RICHARDSI do not think the terms of reference to the Committee would debar them from inquiring into the present franchise, but I doubt whether they would cover recommendations in the sense suggested in the question.
